Crystal Palace where I live is full of people from Poland - do the also like condensed milk? There are several polish delicattessen here. Otherwise they are really fond of that kind of milk in Malaysia and Thailand also (should be similar, right?) ... maybe try that kind of Asian store? yes, there should definitely be a way to get some.
